Regular Board of Education Meeting – April 12, 2021

 

The regular meeting of the Pavilion Central School District Board of Education was called to order at 7:02 PM by Board Vice-President Jeff Finch in the High School Library.

Board Members present: Marirose Ethington (7:05 PM), Jeff Finch, Kevin Stefan, Becky Dziekan, Margaret Gaston, and Chris Jeffres

 

Board Members Absent: Callin Ayers-Tillotson,

 

Others Present: Sheila Eigenbrod, Charles Martelle, Jon Wilson, Stacey Tallon, Mary Kate Hoffman, Donald Childs, and Mary Jo Pahl

 

Others Absent:

 

Two (2) presenters were present as per the sign in sheet kept at the meeting and there were eighteen (18) guests who watched the meeting that was live streamed as per the list of attendees provided by GV BOCES.

 

Chris Jeffres led the Pledge of Allegiance

 

**        Moved by Peg Gaston; seconded by Chris Jeffres to approve agenda with additions carried unanimously (5 votes).

 

**        Meeting turned over to Board President Marirose Ethington

 

**        Moved by Chris Jeffres; seconded by Jeff Finch to approve all items in the consent grouping - Minutes: Regular BOE minutes of 3/22/2021; CSE, Sub-CSE, CPSE and 504 minutes of 3/24/2021 for the 2020-2021 school year; carried unanimously (6 votes).

 

BUSINESS:

 

1.               Department Head Reports:

**       Marianne Witkowski, the Physical Education Department Head, spoke briefly to the Board about the challenges the Physical Education Department have experienced this year due to the 12’ distancing guidelines, smaller classes, no-team sports, etc that have had to be adhered to due to COVID.  She also indicated that she is hoping that the department will be able to move back to a more traditional schedule in the future.  She answered questions as asked and the Board thanked her for the update.   No action required.

 

**       Amy Stappenbeck, the Elementary Science Department Head, shared the below information with the Board:

Challenges due to COVID-19:

Challenging scheduling last spring

§  Grade levels tried different things to incorporate science

§  Scavenger hunts on the topic of their current “kit”

§  Teachers volunteered to set up STEM challenges on different Google Classrooms within and outside of their grade level

§  Teachers sent materials home with the “at home learning materials” and then had Google meets to conduct experiments

§  Some teachers dedicated 1or 2 Google Meet times per week to just science reading and exploring “interest” based topics

 

New Initiatives:

                         Vocabulary Development

·         Tier 1:  General terms that students will use continuously throughout elementary school

·         Tier 2:   BOCES4 Kit specific vocabulary

·         BOCES4 Steven M. is helping form a google document that includes all the vocabulary words from all of the kits that we currently are using.  This document will be then divided into Tier 1 and Tier 2 lists.   

·         I have met with each grade level and worked on developing these lists.  We are using the vocabulary words that are included in the current BOCES4 kit

 

                          Assessment Development

·         Each grade level is working on the development of a pre-assessment of the standards they will be teaching throughout the year.

o    Eventually each kit will have a pre-assessment and a post-assessment to measure how our students are progressing with the standards.

 

She answered questions as asked and the Board thanked her for the update.   No action required.

 

2.               Superintendent Update:

**        Mrs. Hoffman informed the Board that the zoom meeting regarding SuperEval will be held on April 26, 2021 at 6:15 PM.  Jeff Finch indicated to the rest of the Board that the hope was that all board members would attend this meeting so that all of them can have some input on the process. Mrs. Hoffman said that even though this would be a zoom meeting, the hope was that all Board members would be present, along with herself, so they can discuss in person while learning about the product.

 

**       Mrs. Hoffman spoke briefly regarding Prom 2021 indicating that the Senior class officers and the Prom Committee has decided that due to COVID restrictions, they are not going to be holding a traditional school sponsored prom.  The District has been advised that parents of District students intend to host an alternative event.  The event will be held independent of the Pavilion Central School District. 

 

**        Mrs. Hoffman told the Board that new guidance for reopening has been received from the State and that she will be attending a meeting with the Genesee County Health Department to hopefully get some answers to the many questions this new guidance has given us.  She did indicate that from what she has been able to learn so far, the distance requirements for band, chorus and Physical Education is now down to 6’ and that all will be required to wear masks unless they are eating.

 

**        Mrs. Hoffman answered questions on each of the above items as asked during each update; the Board thanked her for the updates. No action required.

 

   3.      Admin Updates:

**       Dr. Eigenbrod spoke briefly to the Board indicating that now that we are down to the last 10 weeks of school, she is in the middle of working on the master schedule for the 2021-2022 school year.  She indicated that the plan at this point is to plan for a traditional year with all students in attendance 5 days per week.  

 

**        Dr. Eigenbrod answered questions on the above as asked, and the Board thanked her for the update. No action required.

 

**        Mr. Martelle spoke to the Board regarding the Middle School Summer School program and how he is hoping that offering this program will enable the students who may have fallen behind due to what he refers to as the “COVID gap” to catch up with their peers. 

 

**        Mr. Martelle answered questions as asked, and the Board thanked him for the update. No action required.

 

**        Mr. Wilson was happy to report that the Therapy Dog program has been restarted in the Elementary building and indicated that they have created a sign up list to enable classrooms to schedule time with the dog.  He also indicated that the return to the five day school week has been going well when asked about this. 

 

**        Mr. Wilson answered questions on the above as asked, and the Board thanked him for the updates. No action required.

 

**        Ms. Tallon did not have an update at this time.

 

**        Mr. Childs did not have an update at this time.

 

**        Marirose Ethington thanked the Superintendent and Administrators for the updates.

 

4.         Tenure Appointments:

**        Moved by Chris Jeffres, seconded by Becky Dziekan, upon the recommendation of the Superintendent of Schools, with congratulations and much thanks for all of her hard work to grant tenure to Kylie Smith in the area of Ag Education effective 7/3/2021; carried unanimously (6 votes).

 

**        Moved by Kevin Stefan, seconded by Peg Gaston, upon the recommendation of the Superintendent of Schools, with congratulations and much thanks for all of her hard work to grant tenure to Courtney Alexyn in the area of English 7-12 effective 9/7/2021; carried unanimously (6 votes).

 

  5.       Budget Vote Tellers:

**        Moved by Jeff Finch, seconded by Chris Jeffres to appoint Cindy Pilc, Crista Boldt, Tammy Bradley and Deb Davis as tellers for the May 18, 2021 budget/BOE member vote with Mary Jo Pahl acting as head teller; carried unanimously (6 votes).

 

 

 

6.         2021-2022 Private School Transportation Requests:

**       Moved by Jeff Finch seconded by Peg Gaston to approve transportation for six (6) students to attend non-public school for the 2020-2021 school year; carried unanimously (6 votes). 

 

7.         Resignation:

**        Moved by Chris Jeffres, seconded by Kevin Stefan to accept the resignation of Dave Dickson, with much thanks for his many years of great service from the position of Social Studies Teacher for the purposes of retirement effective 7/1/2021; carried unanimously (6 votes).

 

8.         Appointments:

**        Moved by Becky Dziekan, seconded by Jeff Finch, upon the recommendation of the Superintendent of Schools, to appoint Jason Flint and Matt Roth to the position of volunteer assistant golf coach for the 2020-2021 school year; carried unanimously (6 votes).

 

**        Moved by Jeff Finch, seconded by Peg Gaston, upon the recommendation of the Superintendent of Schools, to approve the one (1) substitute teacher application as submitted for Aubrey Davis; carried unanimously (6 votes).

 

9.         Add Memorial Day weekend two (2) extra days (5/27 and 5/28):

**        Moved by Becky Dziekan, seconded by Peg Gaston to approve the addition of Thursday May 27th and Friday May 28th to the Memorial Day Holiday weekend as per contract; carried unanimously (6 votes).

 

10.       Non-Resident Student Tuition:

**        Moved by Jeff Finch, seconded by Peg Gaston to approve Dylan Shepard to attend Pavilion Central School as a non-resident student, as per the PFA contract; carried unanimously (6 votes).

 

11.       Overnight Conference Request:

**        Moved by Chris Jeffres, seconded by Jeff Finch to approve the attendance of the Superintendent of Schools and the school administration team to attend the Leadership Institute in Holiday Valley in August 2021 for the purpose of professional development and to update the APPR evaluator certification for all administrators; carried unanimously (6 votes).

 

12.       Merger Approvals:

**        Moved by Chris Jeffres, seconded by Becky Dziekan to approve the merger sports teams between Pavilion and York as noted below:

13.       2021-2022 School Year Budget Adoption:

**        Moved by Jeff Finch, seconded by Peg Gaston to adopt the 2021-2022 Pavilion Central School District budget in the amount of $17,576.661.00 to be presented to the voters of the district on May 18, 2021; motion carried

 

14.       Property Tax Report Card:

**       Moved by Peg Gaston, seconded by Kevin Stefan to approve the Property Tax Report Card as presented by Mr. Childs; carried unanimously (6 votes).
