Regular Board of Education Meeting – September 28, 2020
The regular meeting of the Pavilion Central School District
Board of Education was called to order at 7:02 PM by Board President Marirose
Ethington in the HS Auditorium.
Board Members present: Marirose Ethington, Jeff Finch (7:05
PM), Kevin Stefan, Margaret Gaston, Becky
Dziekan, Callin Ayers-Tillotson, and Chris Jeffres
Board Members Absent:
Others Present: Sheila Eigenbrod, Jon Wilson, Charles
Martelle, Stacey Tallon, Kenneth Ellison, Donald Childs and Mary Jo Pahl
Others Absent:
Seven (7) guests were present as per sign in log.
Chris Jeffres led the Pledge of Allegiance
** Moved by Kevin
Stefan; seconded by Chris Jeffres to approve agenda with additions carried
unanimously (7 votes).
** Moved by Chris
Jeffres; seconded by Becky Dziekan to approve all items in the consent grouping
- Minutes: Regular BOE minutes of 9/14/2020; CSE minutes of 9/23/2020; CPSE
minutes of 9/16/2020; carried unanimously (7 votes).
BUSINESS:
** Ben Schwenebraten
addressed the Board to request permission to hold the girls basketball team
year-end banquet, which was unable to be held at the end of the 2019-2020
school year due to COVID restrictions.
He indicated that he had talked to BW’s regarding safety provisions they
are enforcing. Mr. Ellison also spoke
to the Department of Health to get their feedback on whether or not the safety
provisions are sufficient to allow this event to take place. They agreed so
long as all precautions were followed and the tables were limited to the team
members, 2 family members and 2 coaches in attendance.

Ayers-Tillotson, seconded by Chris Jeffres to approve the banquet being held in
accordance with the safety stipulations being adhered to; carried unanimously
(7 votes).

AG Educator Recognition and FFA Update:
** Dr. Eigenbrod
spoke to the Board about the two awards that Kylie Smith was recently awarded,
the details of which are shown below.
We
are thrilled to announce that the 2020 Outstanding Early Career Teacher and the
recipient of the Teacher Turn the Key Award is KYLIE SMITH.
Kylie
is the agricultural teacher at Pavilion Central School. She ensures that her
classroom provides a safe environment for all students, regardless of
background or intellectual ability, to receive a broad education in
agriculture. To achieve this, she utilizes inquiry-base, hands-on learning to
demonstrate the connections of the agricultural concepts to the real world to
the students.
*The
Outstanding Early Career Teacher Award is a means of encouraging young teachers
to remain in the profession and to recognize their participation in
professional activities.
*The Teachers Turn the Key professional development
program focuses on providing early-career agriculture teachers with the tools
and support they need to grow and flourish in the profession.
The
Board congratulated Kylie for her accomplishments; no action required.
2. Appointments:
** ** Moved by Peg Gaston, seconded by Chris
Jeffres, upon the recommendation of the Superintendent of Schools to approve
Courtney Alexyn and Kylie Smith as co-advisors of the Freshman class for the
2020-2021 school year; motion carried with Cal Ayers-Tillotson voting no.
** Moved
by Cal Ayers-Tillotson, seconded by Peg Gaston, upon the recommendation of the
Superintendent of Schools to appoint Patrick Daly to the probationary position
of 4 – 12 Instrumental Music teacher at the contracted salary of
$39,500.00, which will be prorated based on his date of hire for the 2020-2021
school year; carried unanimously (7 votes).

by Cal Ayers-Tillotson, seconded by Becky Dziekan, to table the recommendation
for Patrick Daly as the Marching Band Advisor for the 2020-2021 school year
until a later date; carried unanimously (7 votes).
** Moved
by Cal Ayers-Tillotson, seconded by Kevin Stefan, upon the recommendation of
the Superintendent of Schools to approve the substitute teaching application as
presented for Lauren Picarro-Hoerbelt; carried unanimously (7 votes).

by Jeff Finch, seconded by Becky Dziekan, upon the recommendation of the
Superintendent of Schools to appoint Robert Mattice to the position of
Substitute Bus Driver at the starting salary for a driver with experience of
$18.00 per hour; carried unanimously (7 votes).

by Cal Ayers-Tillotson, seconded by Kevin Stefan, upon the recommendation of
the Superintendent of Schools to appoint the substitute Nurse application as
presented for Nicole Forti; carried unanimously (7 votes).
3. Approve
Transportation Contract with Wyoming CSD:
** Moved by Peg Gaston, seconded by Chris
Jeffres to approve the transportation agreement as presented by Mr. Childs
between Pavilion CSD and Wyoming CSD for the 2020-2021 school year at no cost
to the District; carried unanimously (7 votes).
4. Approve
correction to taxes:
** Moved by Chris Jeffres, seconded by Cal
Ayer-Tillotson to approve the necessary corrections and/or refunds to property
owners caused by assessor errors resulting in incorrect school tax bills being
issued as presented by Mr. Childs; carried unanimously (7 votes).
5. Approve Year End Transfer and Reserve
Analysis Report:
** Moved by Jeff Finch, seconded by Peg
Gaston to approve the Reserve Analysis Report which details each of the
District’s reserve accounts and the recommended usage (if any) of such funds
along with the detailed explanation for each recommended use of such funds to
the Board by Mr. Childs and the adoption of the resolution shown below
regarding the transfer of these funds; carried unanimously (7 votes).
Be
it resolved, that the Pavilion
Central School District Board of Education authorized the transfer of
$620,000.00 in excess 2019-2020 appropriations into the Unemployment Reserve,
effective June 30, 2020.
6. Accept
Audited Financial Statements and related reports:
** Moved by Peg
Gaston, seconded by Kevin Stefan to accept the Audited Financial statements as
presented by Peg Gaston and Mr. Childs for the period ending June 30, 2020;
carried unanimously (7 votes).
7. Retirement:
** Moved by Chris
Jeffres, seconded by Cal Ayers-Tillotson to accept the letter of resignation
for the purpose of retirement with many thanks for his many years of service to
the District and appreciation of the extra months he gave to the District due
to the COVID-19 pandemic as presented by Mr. Ellison from the position of
Superintendent of Schools effective November 1, 2020, with October 31, 2020
being his last day of employment in the District; carried unanimously (7
votes).
8. State
Mandated Early Dismissal day:
** Moved by Cal
Ayers-Tillotson, seconded by Peg Gaston to designate Tuesday December 22, 2022
as the State Mandated Early Dismissal day; carried unanimously (7 votes).

Monday, October
19, November 2 and 30, 2020 BOE meeting dates
** Dr. Eigenbrod, Mr. Martelle and Mr. Wilson answered some
questions regarding the how the school year has been going so far, how the
Wednesdays have been going with no students in district and the new health
app. The Board thanked them for their answers.

unanimously (7 votes).
