Regular Board of Education Meeting – October 7, 2019

 

The regular meeting of the Pavilion Central School District Board of Education was called to order at 7:00 PM by Board President Marirose Ethington in the high school conference room.

 

Board Members present: Marirose Ethington, Jeff Finch, Becky Dziekan, Kevin Stefan, Margaret Gaston, Callin Ayers-Tillotson, and Chris Jeffres

 

Board Members Absent:

 

Others Present: Sheila Eigenbrod, Jon Wilson, Charles Martelle, Stacey Tallon, Donald Childs, Kenneth Ellison and Mary Jo Pahl

Chris Jeffres led the Pledge of Allegiance

 

**        Moved by Chris Jeffres; seconded by Peg Gaston to approve agenda with additions carried unanimously (7 votes).

 

**        Moved by Peg Gaston; seconded by Becky Dziakan to approve all items in the consent grouping - Minutes: Regular BOE minutes of 9/16/19; Sub-CSE minutes of 9/12/19; Appropriation and Budget Status Reports for A, C & F funds as of June 2019, Treasurer’s Reports as of June 2019; carried unanimously (7 votes).

 

Introduction of new staff; Sean Pelkowski, Science, Tiffany Longacre, 6th Grade and Jamie Todd, Special Education each introduced themselves to the Board and shared something about themselves. The Board introduced themselves and welcomed them to the District.

 

BUSINESS:

 

1.               Kevin MacDonald:

**        Keven MacDonald, District Superintendent of the Genesee Valley Educational Partnership spoke to the Board regarding the possible time line for the upcoming Superintendent of Schools search should the District choose to have GVEP act as our search consultant.  He answered questions and the Board thanked him for the information, his time, and will review the materials and inform him of their decision. No action required.

 

2.         Sr. Trip Approval:

3.         School Counseling Plan:

**        Mrs. Pursel and Mrs. Wawrzynski presented the updated School Counseling Plan to the Board explaining how the District has been working towards meeting the new State guidelines in regards to the social-emotional and mental health needs of our students.  They answered questions and indicated that the plan will need to be approved by the Board and posted on the District website. 

**        Moved by Cal Ayers-Tillotson, seconded by Peg Gaston to table the School Counseling Plan pending further review by the Board; carried unanimously (7 votes).

 

4.         State Mandated Early Dismissal Day:

**        Moved by Cal Ayers-Tillotson, seconded by Peg Gaston to designate Friday December 20, 2019 as the State Mandated Early Dismissal day; carried unanimously (7 votes).

 

5.         Cooperative Bid Resolution:

**        Moved by Peg Gaston, seconded by Cal Ayers-Tillotson to approve participation in the Cooperative Bid as noted below; carried unanimously (7 votes).

 

Be it resolved that the Pavilion Central School District is hereby authorized to participate in the following

cooperative bids for the 20202021 school year. These bids will be coordinated by the Genesee-Livingston-

Steuben-Wyoming BOCES during the 2019-2020 school year.

6.         Appointments:

**        Moved by Chris Jeffres, seconded by Becky Dziekan upon the recommendation of the Superintendent of Schools to appoint Caylin DePuy, Dave Dickson, Rebecca Owen and Sue Maniace as tutors for the 2019-2020 school; carried unanimously (7 votes).

 

**        Moved by Cal Ayers-Tillotson, seconded by Becky Dziekan upon the recommendation of the Superintendent of Schools to appoint Todd Milligan as a volunteer Boys Basketball coach for the 2019-2020 school year; carried unanimously (7 votes).

 

**        Moved by Cal Ayers-Tillotson, seconded by Jeff Finch upon the recommendation of the Superintendent of Schools to appoint Megan Hoffman to the three (3) year probationary School Counselor 10-12 position effective within 30 days of 10/8/2019 at the starting salary of $51,750.00, which will be pro-rated based on her date of hire for the 2019-2020 School year; carried unanimously (7 votes).

 

**        Moved by Peg Gaston, seconded by Cal Ayers-Tillotson upon the recommendation of the Superintendent of Schools to appoint Lucia Gillam to the position of substitute teacher; carried unanimously (7 votes).

 

**        Moved by Jeff Finch, seconded by Cal Ayers-Tillotson upon the recommendation of the Superintendent of Schools to appoint Carin Wade to the positon of shared accompanist for the 2019-2020 school year to be shared with Beth Funderburk.  Carin is to receive $100.00, Beth is to receive $530.00 for the total contracted accompanist rate of $630.00 carried unanimously (7 votes).

 

**        Moved by Jeff Finch, seconded by Peg Gaston upon the recommendation of the Superintendent of Schools to appoint Mindy Seely as a substitute bus driver at the starting rate of $17.75 per hour as a driver with experience; carried unanimously (7 votes).

 

7.         Approve to sell bus # 41, # 47 and van # 34 on Auctions International:

**        Moved by Jeff Finch, seconded by Becky Dziekan to approve listing of bus # 41, bus # 47, and van # 34 on Auctions International; carried unanimously (7 votes).

 

8.         Tenure Appointment:

**        Moved by Chris Jeffres, seconded by Cal Ayers-Tillotson to grant tenure to Tim Mapes in the area of High School Special Education effective 11/6/2019; carried unanimously (7 votes).

 

9.         Approve amendment to the Flex Plan:

**        Moved by Peg Gaston, seconded by Kevin Stefan to approve the amendment to the Flex plan as presented by Mr. Childs; carried unanimously (7 votes).

 

10.       Approve cancellation of Tax Bill:

**        Moved by Peg Gaston, seconded by Jeff Finch to approve cancellation of a school tax bill due to assessor error as presented by Mr. Childs; carried unanimously (7 votes).

 

11.       Approve Year End Transfers and Reserve Analysis Report:

**        Moved by Peg Gaston, seconded by Chris Jeffres to approve the Reserve Analysis Report which details each of the District’s reserve accounts and the recommended usage of such funds along with the detailed explanation for each recommended use of such funds to the Board by Mr. Childs and the adoption of the resolutions shown below regarding the transfer of these funds; carried unanimously (7 votes).

 

Be it resolved, that the Pavilion Central School District Board of Education authorizes that $77,000.00 spent during the 2018-2019 fiscal year on Workers’ Compensation insurance premiums be funded by the Workers’ Compensation Reserve and not 2018-2019 budget appropriations.

 

Be it resolved, that the Pavilion Central School District Board of Education authorizes that $263,000.00 of the 2019 New York State and Local Employees’ Retirement System bill paid in January of 2019 be funded from by the Retirement Contribution Reserve and not 2018-2019 budget appropriations.

 

Be it resolved, that the Pavilion Central School District Board of Education authorizes that $160,000.00 spent during the 2018-2019 fiscal year on retirees’ health insurance representing accumulated sick leave earned while they were employed by the District will be funded by the Employee Benefit Liability Reserve and not 2018-2019 budget appropriations.

 

Be it resolved, that the Pavilion Central School District Board of Education authorizes that Unemployment Reserve balance shall be decreased by $780,000.00 as of June 30, 2019 and said amount shall be added to the unreserved, undesignated fund balance.

 

Be it resolved, that the Pavilion Central School District Board of Education authorizes the transfer of $950,000.00 in excess 2018-2019 appropriations from the General Fund to the Capital Fund, effective June 30, 2019, to increase the local share of the EXCEL project.

 

12.       Accept Audited Financial Statements and Related Reports:

**        Moved by Kevin Stefan, seconded by Jeff Finch to accept the Audited Financial statements as presented by Peg Gaston and Mr. Childs for the period ending June 30, 2019; carried unanimously (7 votes).

 

13.       Search Consultant Appointment:

**        Moved by Jeff Finch, seconded by Peg Gaston to appoint and indemnify Kevin M. MacDonald, District Superintendent of the Genesee Valley Educational Partnership, as Search Consultant for the position of Superintendent of Schools for the Pavilion Central School District.  Mr. MacDonald shall receive no additional compensation; the district agrees to reimburse the Genesee Valley Educational Partnership for incidental cost associated with the search process.  Costs may include, but are not limited to, printing, advertising, and postage. Carried unanimously (7 votes).
