Regular Board of Education Meeting - April 9, 2018

The regular meeting of the Pavilion Central School District Board of Education was called to order at 7:00 PM by Board President Marirose Ethington in the high school conference room.

 

Board members present:  Marirose Ethington, Jeff Finch, Rebecca (Becky) Dziekan, Margaret (Peg) Gaston, Kevin Stefan, Callin Ayers-Tillotson

 

Board members absent: John Bannister

 

Others present:  Kenneth Ellison, Sheila Eigenbrod, Stacey Tallon, Jim Helmicki, Jon Wilson, Donald Childs and Mary Jo Pahl

APPROVE AGENDA:

**        Moved by Jeff Finch; seconded by Becky Dziekan to approve agenda with additions; carried unanimously (6 votes)

 

CONSENT GROUPING:

**        Moved by Peg Gaston, seconded by Kevin Stefan to approve all items in the consent grouping – BOE minutes from 3/26/18; Sub CSE minutes from 3/20/18; 3/22/18; 3/27/18 and 4/4/18; CPSE minutes from 3/20/18 and 3/27/18; 504 minutes from 3/20/18 and 3/22/18; Appropriation and Budget Status Reports for A, C & F funds as of February 2018 and Treasurer’s Report as of February 2018; carried unanimously (6 votes)

 

 

BUSINESS:

 

  1. Deputy Matt Butler & Officer Walker:

    **        Deputy Matt Butler and Officer Walker spoke to the BOE about the School Resource Officer (SRO) program and the ways in which such a program has been shown to be a benefit for school districts.  They answered questions and the Board thanked them for their presentation.  No action required.

     

  2. Winter Coaching Staff Reports:

    **        Jack Jeffres, Ben Schwenebraten, Kyle Banser, Jillian Malley and Rob Milligan, the coaches of the winter sports addressed the Board on their respective sports. Their full reports are available in the district office, if you would like to view one of them, please contact the district office.  The coaches answered questions and the Board thanked them for their time.  No action required.

     

  3. Department Head Presentations:

    **       Amy Stappenbeck, the Elementary Science department head and Christine Farrell, the Elementary ELA department head each presented to the Board on their respective departments.  The full reports from each department head is on file in the district office, if you would like to view either of the full reports, please contact the district office.  The Board thanked them for their presentations, no action required.

     

  4. Accept Bids:

  5. FFA Donation:

    **       Moved by Peg Gaston, seconded by Becky Dziekan to accept with much thanks, the donation in the amount of $500.00 by Mrs. Jean James to be used for the FFA Program; carried unanimously (6 votes).

     

  6. HS Music Department NYC Trip:

    **        Moved by Jeff Finch, seconded by Callin Ayers-Tillotson to the HS Music Department trip to NYC on April 27 – April 29, 2018 as presented; carried unanimously (6 votes).

     

  7. Transportation Requests 2018-2019:

    **       Moved by Kevin Stefan seconded by Peg Gaston to approve transportation for twelve (12) students to attend non-public school for the 2018-2019 school year; carried unanimously (6 votes). 

     

  8. Approve Budget Vote Tellers:

    **        Moved by Jeff Finch, seconded by Kevin Stefan to appoint Cindy Pilc, Crista Boldt, Tammy Bradley and Deb Davis as tellers for the May 15, 2018 budget/BOE member vote with Mary Jo Pahl acting as head teller; carried unanimously (6 votes).

     

  9. Appointments:

    **        Moved by Peg Gaston, seconded by Becky Dziekan to appoint Rhonda Clary and Kellie Stein as additional tutors for the 2017-2018 school year; carried unanimously (6 vote).

     

    **        Moved by Jeff Finch, seconded by Callin Ayers-Tillotson to appoint Janet Elliot to the position of Color Guard advisor for the 2017-2018 school year; carried unanimously (6 votes).

     

    **        Moved by Peg Gaston, seconded by Jeff Finch to appoint Eileen Campbell to the position of Long-Term Substitute Teacher at the rate of $186.25 per day effective 4/10/18 through the end of the 2017-2018 school year; carried unanimously (6 votes).

     

    **        Moved by Peg Gaston, seconded by Callin Ayers-Tillotson to appoint Charity Gayhart as a Class C Substitute bus driver pending completion of the necessary 19A paperwork, at the current rate of pay for a new substitute bus driver of $14.50 per hour; carried unanimously (6 votes).

     

  10. Add Memorial Day Weekend one (1) extra day:

    **       Moved by Callin Ayers-Tillotson, seconded by Kevin Stefan to approve the addition of Friday May 25th to the Memorial Day Holiday weekend as per contract; carried unanimously (6 votes).

     

  11. Inter-municipal Agreement – Perry CSD:

    **       Moved by Jeff Finch, seconded by Callin Ayers-Tillotson to accept the Inter-municipal agreement between Pavilion CSD and Perry CSD in regards to special education placements for the 2018-2019 school year as presented; carried unanimously (6 votes).

     

  12. Donation:

    **       Moved by Peg Gaston, seconded by Becky Dziekan to accept the donation in the amount of $1,000.00 from Mr. Good to be used for the John Court Scholarship; carried unanimously (6 votes).

     

  13. Permanent Cleaner – Long:

    **        Moved by Callin Ayers-Tillotson, seconded by Kevin Stefan to appoint Jason Long to a permanent cleaning position upon successful completion of the six month probationary period; carried unanimously (6 votes).

  14. Retirement:

    **       Moved by Jeff Finch, seconded by Becky Dziekan to accept the letter or resignation for the purposes of retirement with regrets and many thanks to Catherine Johnston from the position of Family & Consumer Science Teacher effective June 30, 2018; carried unanimously (6 votes).

     

    **       Moved by Peg Gaston, seconded by Callin Ayers-Tillotson to adjourn to executive session at 9:07 PM; carried unanimously (6 votes).

     

    **       Moved by Peg Gaston, seconded by Kevin Stefan to return to regular session at 10:08 PM; carried unanimously (6 vote).

     

  15. 2018-2019 Budget:

**        Moved by Peg Gaston, seconded by Callin Ayers-Tillotson to adopt the 2018-2019 Pavilion Central School District budget in the amount of $17,485,851.00 to be presented to the voters of the district on May 15, 2018; carried unanimously (6 votes).

 

**        Moved by Jeff Finch, seconded by Callin Ayers-Tillotson to adjourn at 10:08 PM; carried unanimously (6 votes).
