Regular Board of Education Meeting – May 4, 2020

 

The regular meeting of the Pavilion Central School District Board of Education was called to order at 7:02 PM by Board President Marirose Ethington.

Board Members present: Marirose Ethington, Jeff Finch, Margaret Gaston, Callin Ayers-Tillotson, Chris Jeffres, and Becky Dziekan

 

Board Members Absent:  Kevin Stefan

**        Moved by Cal Ayers-Tillotson; seconded by Chris Jeffres to approve agenda with additions carried unanimously (6 votes).

 

**        Moved by Peg Gaston; seconded by Jeff Finch to approve all items in the consent grouping - Minutes: Regular BOE minutes of 4/13/2020; CSE minutes of 4/14/2020; Sub-CSE minutes of 4/14/2020, 4/16/2020, and 4/28/2020; CPSE minutes of 4/16/2020 (2 sets) and 4/28/2020; Appropriation and Budget Status reports for A, C & F funds as of February 2020; Treasurer’s report as of February 20202; carried unanimously (6 votes).

 

BUSINESS:

 

1.               Transportation Requests 2020-2021:

**       **        Moved by Chris Jeffres, seconded by Cal Ayers-Tillotson to approve transportation for nine (9) students to attend non-public school for the 2020-2021 school year; carried unanimously (6 votes).

 

 2.        Budget Vote Tellers:

**        Moved by Jeff Finch, seconded by Cal Ayers-Tillotson to appoint Cindy Pilc, Crista Boldt, Tammy Bradley and Deb Davis as tellers as needed for the June 9, 2020 budget/BOE member vote that will take place by absentee ballot due to the COVID-19 pandemic with Mary Jo Pahl acting as head teller; carried unanimously (6 votes).

 

3.         Crisis Plan Approval: 

**        Moved by Chris Jeffres, seconded by Peg Gaston, to approve the Response to Tragedy and Crisis manual as presented by Stacey Tallon, Kim Yueckstock and Anna Lynah; carried unanimously (6 votes).

 

4.         Set Reorganization Meeting Date 7/13/2020:

**       Moved by Peg Gaston, seconded by Cal Ayers-Tillotson to approve July 13, 2020 as the date of the Reorganization Meeting; carried unanimously (6 votes).

 

5.         Resolve to destroy all ballots from the 5/21/2019 election:

**        Moved by Peg Gaston, seconded by Cal Ayers-Tillotson to approve the below resolution:

 

Whereas, the paper ballots from the May 21, 2019 election are currently in a locked, sealed

ballot box, and,

 

Whereas, the election results have not been challenged within six months of the election,

 

Be it resolved, that the Board of Education, acting under Education Law section 2034(6), orders

that the locked, sealed ballot box be opened and the ballots therein be destroyed.

 

**        Motion carried unanimously (6 votes).

 

6.         Resignations:

**        Moved by Becky Dziekan, seconded by Chris Jeffres to accept the letter of resignation submitted by Jamie Todd from the position of Special Education Teacher effective June 26, 2020, upon the recommendation of the Superintendent of Schools; carried unanimously (6 votes).

 

**        Moved by Peg Gaston, seconded by Cal Ayers-Tillotson to accept the letter of resignation for retirement purposes with great thanks for her many years of service and her dedication to the students of this District, submitted by Allison Jones from the position of Elementary Special Education Teacher effective July 1, 2020, with her last day of employment in the District to be June 30, 2020 upon the recommendation of the Superintendent of Schools; carried unanimously (6 votes).

 

**        Moved by Chris Jeffres, seconded by Jeff Finch to accept the letter of resignation for retirement purposes with great thanks for her many years of service and her dedication to the students of this District, submitted by Deb Copeland from the position of Special Education Teacher effective July 1, 2020, with her last day of employment in the District to be June 30, 2020 upon the recommendation of the Superintendent of Schools; carried unanimously (6 votes).

 

**        Moved by Peg Gaston, seconded by Cal Ayers-Tillotson to accept the letter of resignation for retirement purposes with great thanks for his many years of service and his dedication to the students of this District, submitted by Dan Cleary from the position of Elementary Teacher effective July 1, 2020, with his last day of employment in the District to be June 30, 2020 upon the recommendation of the Superintendent of Schools; carried unanimously (6 votes).

 

**        Moved by Cal Ayers-Tillotson, seconded by Peg Gaston to accept the letter of resignation for retirement purposes with great thanks for her many years of service and her dedication to the students of this District, submitted by Becky Cottman from the position of Elementary Teacher effective July 1, 2020, with her last day of employment in the District to be June 30, 2020 upon the recommendation of the Superintendent of Schools; carried unanimously (6 votes).

 

 

 

 

7.         June BOE Date – 6/15/2020:

**        Moved by Peg Gaston seconded by Chris Jeffres to approve the change in Board meeting date for the month of June to hold one meeting on June 15, 2020; carried unanimously (6 votes).

 

8.         Appointments:

**        Moved by Peg Gaston, seconded by Jeff Finch, upon the recommendation of the Superintendent of Schools, to appoint Susan Smith to the positon of Alternate CSE Chairperson; carried unanimously (6 votes).

 

9.         Approve 2020-2021 Budget:

**        Moved by Peg Gaston, seconded by Jeff Finch to adopt the 2020-2021 Pavilion Central School District budget in the amount of $17,684,182.00, with 0% increase in the tax rate to be presented to the voters of the district via absentee ballot on June 9, 2020; carried unanimously (6 votes).

 

**        Sheila, Charles, and Jon each spoke briefly regarding the status of remote learning and how students and families are managing. They mentioned the recent article that was in the Daily News stating that graduation would be held at the Charcoal Corral.  The Board was assured that a final decision on that had not yet been made, however they have been pro-active and reserved the location as a possible option should it be needed.   All administrators and several Board members mentioned the amazing job that all of the staff have been doing during this difficult time. Great job everyone!
