Dear Student Athletes and
Parents/Guardians,
Welcome to the Pavilion
Central School Interscholastic Athletic Program. This handbook has been prepared to be used as
a reference by our student athletes and their parent/guardians in an effort to
define responsibilities as they pertain to participation in the interscholastic
athletic program.
The Pavilion Central School
District believes that participation in athletic programs provides many
opportunities for personal growth, character building, and to learn the ideals
of sportsmanship. Athletics provide many opportunities to learn and enhance
life long skills that may not be available in the classroom setting.
Participation in athletics is a privilege and an honor. It is our goal to
provide experiences that promote team and individual growth in a safe and
healthy environment.
A well-organized athletic
program assists students with time management, self discipline and
organizational skills, as well as the tools necessary for being part of a
successful team. This handbook will
acquaint you with some of the specific policies and procedures that are
necessary for a well organized and successful athletic program. It is the responsibility of the Pavilion
Central School Athletic Department to establish and implement rules that govern
the safety and spirit of competition for the school and the community.
The Pavilion Central School
interscholastic athletic program is governed by the regulations of the New York
State Public High School Athletic Association.
In addition, Pavilion is a member of Section V and the Livingston
Conference Athletic Association.

Golden Gophers’ Athletic Code
v Golden Gophers are educated about the rules and
consequences of being an athlete.
They are role models who will support fair and just competitions
v Golden Gopher athletes are respectful of teammates,
coaches, officials, and spectators. They humbly accept their need for the
support of others.
v Golden Gopher athletes are prepared, mentally and
physically, for every contest. They do not make excuses for their performance.

Pavilion Central School Philosophy
for Athletics
The Pavilion Central School
District believes that:

The experience of
participation in athletic contests and activities should reflect the total
educational goals of the district.

Athletics is an
integral part of the school setting and a focal point for building student and
community involvement and support.
·
Athletic
competition provides opportunities for students to grow physically,
intellectually, and socially.
·
The teaching of
basic fundamentals, rules, strategies, and conditioning, as well as the
fostering of a healthy attitude toward competition, are primary and essential
goals of the athletic program.
·
The athletic
program is committed to the ideals of sportsmanship. Students who learn to value and practice
sportsmanlike behavior are developing the characteristics of good citizenship.
Philosophy by Sport Level
Modified
This program is available to
all students in grades 7 and 8. At this
introductory level the focus is on learning the fundamentals of the game,
athletic skills, rules, and team play.
An emphasis is placed on academics, team play, sportsmanship, chemical
free lifestyle, emotional growth, along with commitment and dedication. Winning is not emphasized and maximum
participation for each team member is desired.
Playing time will be directly linked to practice time and behavior in
practice and /or school.
Junior Varsity
At the junior varsity level
of competition, there is an increased emphasis placed upon team play, physical
conditioning, and refinement of basic skills. Academics, team play,
sportsmanship, chemical free lifestyle, emotional growth, commitment, and
dedication continue to be emphasized. Community service is also emphasized at
this level. The emphasis on winning increases and participants should be taught
how to cope with game situations and how to win and lose graciously. An attempt will be made to play all
participants. It should be recognized that not all members of the team will receive
equal playing time.
Varsity
The varsity level of
competition is the culmination of the high school athletic program. Team play,
sportsmanship, individual athletic ability, motivation, and mental attitude are
very important aspects of competition at this level. The team definitely plays
to win the contest but varsity contestants should accept the fact that
important lessons can be learned from losing. There continues to be a very
strong emphasis on academics, sportsmanship, chemical free lifestyle, emotional
growth, commitment, dedication and community service.
It is recognized that not all
participants may play in every contest. The value of the individual athlete,
while worthwhile, is always considered less important than the value of the
overall team. Athletes, coaches, and parents/guardians are expected to
demonstrate their understanding of this concept by dedication and allegiance to
the team and to its established goals.
Playing Time Philosophy
An often controversial issue
in athletics is the amount of time that each athlete is allowed to participate
in a contest. Not all athletes possess the same skills, desire and potential
for success. Many factors determine the amount of playing time that an athlete
gets during a contest. Some factors
include (but are not limited to):

Goals/Objectives
Our Goal:
Pavilion Central School will
offer students athletic competition in a variety of sports with quality and
competent coaches. It is recognized that
a well organized and well conducted athletic program is a potent factor in the
morale of the student body and an important part of good community relations.
Specific Objectives:
1.
To encourage and
support each student in academics and athletics
2.
To educate the
student body in the appreciation of sports and activities and to enjoy them
from the point of view of good sportsmanship.
3.
To serve as a
focal point for the morale, spirit and loyalty of students by providing a
common meeting ground and enthusiasm, which is shared by all.
4.
To allow for the
development of physical growth, mental alertness and emotional stability for all
those who participate in athletics.
5.
To learn to
develop through hard work and dedication a feeling of self confidence and self
esteem in all participants.

Athletic Rules & Regulations
Introduction
The purpose of these rules is
to help an interscholastic athletic participant become a better citizen by
seeking to demonstrate proper behavior and a good attitude at all times. These
rules and regulations are designed to instill pride, discipline, and team
spirit in the student athlete to enable him/her to achieve maximum physical
and/or mental performance in athletics. Each athlete is required to make a
commitment to the community, school, team, coach and him/herself by adhering to
the established rules and regulations. This is a condition that must be
fulfilled for satisfactory participation in any sport. Obeying the rules is a
matter of honor to each individual who makes this commitment. Enforcement of
the rules and adjudication of any violations is the responsibility of each coach
and the Athletic Director.
Responsibilities and Expectations for
Student Athletes
Being a member of a Pavilion
Central School athletic team is a privilege and an honor. A great athletic
tradition has been developed by the hard work of many people over the years. As
a member of an athletic team at Pavilion you have inherited a great tradition.
Your actions will reflect not only on you and your team, but also on those who
have contributed so much in the past. A challenge is set for you to work hard
and to make sure that your actions reflect the standards that have been set by
the district and the athletic department.
In today’s society you will
be confronted with many choices. You will be asked to make sacrifices that will
benefit yourself, your team, and your school. You will need to say “no” in many
instances, even to your friends. In the long run, you and your family will be
proud of these choices and sacrifices; and so will your school. The highs and
lows of athletic competition are achieved through hard work, dedication and
discipline and are rewarded with the development of fond memories and
achievements. Younger students will look up to you and it is your
responsibility to set a good example for them. They will need guidance and
attention, so we ask that you always take time to encourage them toward good
choices whenever possible.

Athletic Placement Process
The Athletic Placement
Process is to enable athletes to participate in sports at a level of
competition, other than grade appropriate, who are physically, emotionally,
socially and academically ready, as well as exceptionally skilled in their
sport. To view the

Transportation Procedures
Student athletes are expected
to ride to and from all away contests on school transportation. Many times for away contests, the only team
time available is during the ride to and from the opposing school sites and
team time should be recognized as an integral part of the overall program. Also,
the members of a team are strongly urged to support their teammates during a
competition by remaining at the event until the conclusion.
A student athlete may ride
home with a parent/guardian, grandmother, grandfather or adult brother or
sister (over 18 and out of high school). Other relatives may sign a student
out, but the coach must be notified and have given approval prior to the event.
Student athletes will not be allowed to
ride home with another student.
Chain of Communication
Occasionally during the
course of an athletic career in our school, student athletes and
parents/guardians may have questions or concerns that need to be addressed. The
team coach is the best source of information. Student athletes and their
parent/guardian should address questions or concerns directly to the team
coach. If after speaking with the coach,
questions or concerns still exist, the next step would be for the student
athlete or parent/guardian to communicate with the Athletic Director. A meeting
with the team coach and Athletic Director will be scheduled.
Junior Varsity Athlete Promotion
The Varsity Head Coach and
the Athletic Director must concur that it is appropriate to promote a Junior
Varsity player before a member of a Junior Varsity team is promoted to the
Varsity level. If they cannot agree, the High School Principal will be the
deciding vote. Student-athletes being considered for promotion must meet
appropriate academic, behavioral and attendance standards at Pavilion
Junior-Senior High School as confirmed by the Athletic Director.
ACADEMIC POLICY
Statement of Purpose: We believe
that the philosophy of Pavilion Central School should reflect an emphasis on
academics as our #1 priority. Students who do not meet designated academic
standards should therefore not be eligible to participate in extracurricular
activities until a satisfactory level of performance is met in the academics.
Extracurricular: Extracurricular activities include all non-credit
bearing activities (interscholastic and intramural), the school play, marching
band, and all other school sponsored groups. Eligibility for class
functions/activities are subject to grade level policies, guidelines, and class
contracts when applicable. This also includes the use of the weight room and
fitness center.
Standards:
1.
The eligibility standards will apply to all students
in grades 7-12.
2.
A failing-grade list will be issued at the end of each
5 week marking period.
3.
Eligibility or ineligibility will commence on the date
stated on the Failing Grade List/Ineligible List.
4.
Incompletes will be designated as failing grades until
rectified.
5.
Students who are failing two or more classes will be
designated as Ineligible. The following guidelines will be put into place for
students who are ineligible in order for them to continue to attend their
extra-curricular activity:
A. Student must attend the ASAC Monday-Thursday
until 3:15pm.
B. Student may
practice and travel with the team/activity.
C. Student will not
be allowed to play in any games/performances until they return to eligible
status.
6.
Students can return to eligibility after a two week
period by completing the proper paper work (purple sheet) through guidance.
Students may participate in games/performances once they regain eligibility.
ATTENDANCE
POLICY
School attendance is essential for
students to be successful both in school and their extracurricular
activities. Therefore a student will not
be allowed to participate in that day’s practice/game/event if he or she:
1. Is absent
all day from school (with the exception of verified full day medical
appointments-verified means a note from doctor or follow up call by school
nurse to the doctor).
2. Comes to
school after 8:30 a.m.
3. Leaves
school during the day (with exception of verified medical appointments or
permission of an administrator). Extenuating circumstances will be considered
with prior notification of school administration.
4. Leaves
school due to illness during the school day.
If the student violates the above attendance policy on a Friday, he/she
may not participate until the next day of school attendance or with the permission
of his/her physician. If the violation occurs prior to a vacation period he/she
may not participate until he/she has been in attendance at a game/practice and
not participated in that game/practice (whichever comes first), or with the
permission of his/her physician. If a
student is in school, but does not participate in Physical Education class,
(s)he is ineligible to participate in that day’s practice/game/event. Any extenuating circumstances must be
approved in advance by the High School Principal or his/her designee.
Please note that if a student athlete is
assigned a detention or an extended detention through the High School Office,
they will not be eligible to practice or compete until that detention is served.

Substance
Abuse for Athletes and Extracurricular Participants
E. DRUGS AND ALCOHOL
RULE:
A student will not manufacture, distribute, possess, procure, or use
illegal drugs or controlled substances, alcohol, or tobacco products, or
possess paraphernalia. (Possession means
having physical possession, or otherwise to exercise dominance or control over
tangible property in accordance with New York State Penal Law.) A student will also be considered in
violation of this rule if he/she attends a party where illegal drugs,
controlled substances or alcohol is present unless the student does not
participate in these activities and leaves the party within a reasonable amount
of time after learning that illegal drugs, controlled substances or alcohol is present.
A reasonable amount of time is defined as 15 minutes. Students are encouraged to contact a coach or
administrator to establish their role in connection with the event. The purpose of the call is to protect
students who have made the right choice from future allegations regarding the
specific event.
F. OTHER
ILLEGAL ACTIVITY
In
addition to drugs and alcohol/possession or use of illegal substances, any
student who is convicted of a crime of any kind and/or engages in an activity
that results in a legal action, including, but not limited to, violation of
another student’s civil rights, harassment, and threats or acts of violence,
will be considered in violation of Article F. Student activity that falls under
this category will follow the same investigation, communication and consequence
process as Article E. This process is outlined below.
REPORTING OF
VIOLATIONS
A. Any student, parent, coach, school employee,
school administrator, and/or community member may choose to report a violation
of the extracurricular policy in writing to
(anonymous reports will not be deemed valid reports of a violation of the
extracurricular policy):
1. Building principals
2. Athletic director
3. Teachers
4. Coaches
5. Counselors
B. The written report should be supported
by one or more of the following
1. Personal knowledge
2 Law enforcement report
3. Newspaper report of the violation and/or
4. Other documentation such as photographs,
or downloads of on-line or web-based postings with verification of the source,
the date of the violation and the name of the individual who created that
documentation.
Reported violations concerning students
must be forwarded to the building principal and/or the Athletic Director
immediately.
1. The posting of any words or pictures on the
internet that resemble or provide an admission to tobacco, alcohol, or illegal
drug use by students may be constituted as a violation of this policy. This includes, but is not limited to,
postings on social networking sites and others in which students admit that
they used any of these substances.
2. Honesty Provision: Any student who freely admits to a first-time
violation or admits to a violation upon the first time questioned by
administration, the athletic director, or the coach/advisor could have their
suspension reduced. All other provisions
for a first time offense will apply.
3. Self-Referral:
If a student seeks assistance, the coach and athletic director will
assist the student in obtaining the professional help they need. Self-referral shall be viewed as a
non-punitive offense. Confidentiality
will be maintained unless the situation is life threatening. Self-referral cannot be used by the student
to avoid the penalties of the Extracurricular Policy.
4. If the district obtains knowledge of the
conviction of a student in a court of law for an offense under Article E and/or
F, the investigation procedure will apply with this conviction constituting a
violation of these eligibility rules.
PROCEDURES
After being notified of a possible violation of
Article E or F of the Extracurricular Policy school administration will begin
investigating the possible violation following the Procedures outlined below.
A. Upon receiving a
report of a possible violation of Article E or F, school administration will
interview the individual(s) who reported the violation if possible. If there are outside sources which indicate a
violation has taken place, such as a website, newspaper article, or photographs
school administration will examine those sources, as well.
B. If there is reason
to believe a violation has taken place the student(s) in question will be
interviewed in an effort to confirm or refute the allegations.
C. There will be
parental notification that an investigation is taking place. Parents will be notified in a timely manner
and if school administration is unable to provide verbal notice that an
investigation is taking place a written notice will be sent to the
parent/guardian. This notification will
include the reasons for the investigation and the possibility of suspension or
removal from the extracurricular activities.
D. The activity
advisor and/or coach shall also be informed in a timely manner that a possible
violation of the Extracurricular Policy has taken place.
E. School
administration will further investigate through interviews with those who may
be aware of violations first-hand, those who may have limited knowledge of the
violations, or those who may be involved with such violations.
F. Procedures A-E
above must be implemented in a timely manner; however, the order of these
procedures may vary depending on the circumstances and the availability of the
family, witnesses, and other individuals with knowledge of the possible
violation.
G. If there is
evidence of a violation, the appropriate consequences, outlined in section 1.
below (RESPONSES TO VIOLATIONS OF ARTICLE E) will be applied.
H. Once a student has
been found in violation of this Policy and has been reinstated to
extracurricular activities the circumstances relating to any and all subsequent
violations must occur after the date of initial suspension from Extracurricular
Activities.
I. Any student who
violates the extracurricular policy and, therefore, becomes ineligible, will be
permitted to try-out for activities and sports.
The student will have the opportunity to try-out with the other students
for a period not to exceed 5 days. Days spent trying out will be added on to
the end of the ineligibility period.
RESPONSES TO
VIOLATIONS OF ARTICLE E OR F
A. First Violation
Upon determination of a first violation of Article E or F, the student
shall be removed from participation in any and all extracurricular activities for the period of four (4)
weeks. The student will be reinstated
after a two (2) week dismissal if the student provides documentation/verification
of attendance at three (3) voluntary sessions in a substance abuse prevention
education program. The program must be
approved by the superintendent or designee.
Any student in violation of Article E or F will miss a minimum of 10% of
games/events even if the suspension is already completed at the time of these
events.
B. Second Violation
Upon determination of a second violation of Article E or F, the student
shall be removed from participation in any and all extracurricular activities
for a period of 5 school months, regardless of the season the violation
incurred. The student will be reinstated
after a four (4) week dismissal if the student provides
documentation/verification of attendance at three (3) voluntary sessions in a
substance abuse prevention education program.
The program must be approved by the superintendent or designee. Any
student in violation of Article E or F will miss a minimum of 10% of
games/events even if the suspension is already completed at the time of these
events.
C. Third Violation
Upon determination of any subsequent violations of Article E or F the
student shall be removed from participation in all extracurricular activities
for 10 school months, regardless of the season the violation was incurred. The suspension will run consecutively into
the next school year if necessary. The
student will be reinstated after 5 months if the student provides documentation
of successfully completing an evaluation and treatment recommendation from an
alcohol and substance abuse treatment facility approved by the superintendent
or designee. Any student in violation of Article E or F will miss a minimum of
10% of games/events even if the suspension is already completed at the time of
these events.
The Superintendent or Designee reserves the right to a more severe
penalty based on unusual and/or extraordinary circumstances and severity of the
violation.
Pavilion Central School Sportsmanship
Policy
The Pavilion Central School
Interscholastic Athletic Program is committed to promoting the proper ideals of
sportsmanship, including ethical conduct, fair play, integrity and respect for
one’s self and others. In order to
ensure the well being of all individuals we will expect a high standard of good
citizenship with proper regard for the rights of others.
Conduct which is detrimental
to the educational value of athletics may be deemed just cause of the school to
take disciplinary action, including
but not limited to, a
reprimand, probation or suspension from athletic participation or attendance.
Behavior/Ethics Expectations for
Parents/Guardians and Spectators
It is the responsibility of
the parent/guardian and spectator to:
1. Keep cheering
positive. Avoid profanity and degrading
language or gestures which are detrimental to good sportsmanship.
2. Avoid actions
which offend visiting teams or individual players.
3. Show
appreciation of good play by both teams.
4. Learn the
rules of the game in order to appreciate why certain situations take place.
5. Respect the
judgment and strategy of the coach – refrain from being a second-guesser.
6. Respect,
cooperate and respond positively to cheerleaders.
7. Respect the
integrity and judgment of the officials.
8. Encourage
other spectators to participate in the spirit of good sportsmanship.
Behavior/Ethics Expectations for Student Athletes
It is the responsibility of the student athlete to:
1. Demonstrate
self-control and respect for others at all times, including other athletes,
officials, coaches and spectators.
2. Respect your
opponent on and off the contest site.
Wish opponents good luck before the game and congratulate them afterward
in a sincere manner following victory or defeat.
3. Respect the
judgment of the officials and their interpretation of the rules.
4. Follow the
rules of the game.
5. Learn the
rules and strategies of your game thoroughly and discuss them with parents and
friends so they can better understand the game.
6. Accept both
victory and defeat with price and composure – never be boastful or bitter.
7. Accept the
responsibility and privilege of representing the school and community. Remember that improper behavior which in
uniform reflects poorly on yourself, your family, your school and your
community.
Behavior/Ethics Expectations for Coaches
It is the responsibility of the coach to:
1. Promote good
sportsmanship by setting a positive example for players and spectators.
2. Instruct the
players in the elements of good sportsmanship.
Reward players for demonstrations of good sportsmanship and discipline
players who display unsportsmanlike-like behavior.
3. Respect the
integrity and personality of the individual athlete.
4. Respect the
integrity and judgment of the officials.
5. Abide by and
teach the rules of the game in letter and in spirit.
6. Refrain from
the use of crude or abusive language with players, opponents, officials or
spectators.
7. Display
modesty in victory and graciousness in defeat.
Avoid negative comments to the media.
Section V/Pavilion Central School Disqualification
Standard
Sportsmanship is an integral
and vital part of any interscholastic athletic program. The National Federation of High School Athletics,
the New York State Public High School Athletic Association, Section V and the
Livingston Conference Athletic Association have targeted the area of
SPORTSMANSHIP for major emphasis. The
following standard has been implemented to ensure the development of and
understanding of the importance of proper sportsmanship and fair play. This standard applies to all regular season
play, as well as to all post-season play.
Any Pavilion student-athlete
or coach who is ejected/disqualified from a contest will automatically be
suspended for one additional contest.
The contest will be the next scheduled contest and may be carried over
into the next sport season. A conference
between the player or coach and the Athletic Director will take place before
eligibility is restored.
Section V Code of Behavior for Spectators
At some athletic contests
spectator behavior has not always been sportsmanlike; therefore, Section V has
outlined specific expectations for spectators during athletic events. The Pavilion Central School District insists
that during PCS events, spectators follow these guidelines. Failure to do so
could result in a spectator being told to leave the premises.
1.
Spectators are an
important part of the contest and are expected to conform to accepted standards
of good sportsmanship and behavior.
2.
Spectators should
at all times respect officials, visiting coaches, and athlete guests and extend
all courtesies to them.
a.
Enthusiastic
cheering for one’s own team is encouraged.
b.
Booing,
whistling, stamping of the feet and disrespectful remarks will not be allowed.
c.
There will be no
ringing of bells, sounding of horns or other noisemakers at indoor contests
during play.
d.
The throwing of
debris, confetti or other objects from the stands is prohibited. Offending individuals will be asked to leave
the premises.
e.
During a free
throw in basketball all courtesies should be extended.
f.
Spectators will
respect and obey all school officials and supervisors at athletic contests
3.
Taunting and Hate
speech will not be tolerated. This is being targeted by Section V Athletics.
Hate
Speech is provocative speech used
to denigrate a legally protected class or group of citizens defined by
legislation. These protected groups can include gender, race, ethnicity,
religious affiliation, sexual orientation, disability, and sometimes age and
social economic status. Under some legal codes, hate speech can be considered a
hate crime.
Taunting includes, but is not limited to, any actions or
comments by coaches or players which are intended to bait, anger, embarrass,
ridicule, or demean other players, coaches, or game officials. Included in this
conduct that berates, needles, intimidates or threatens based on gender, ethnic
origin or background and conduct that attacks religious beliefs, size, economic
status, speech, family, special needs, or personal matters. Examples of
taunting that would lead to ejection include, but are not limited to, physical
and verbal intimidation outside the spirit of the game (trash talk), reference
to sexual orientation, “in-the-face confrontation” by one player to another, or
standing over, straddling a tackled or fallen player.
4.
Pep bands or
school bands, under the supervision of school personnel may play during time
outs, between periods or at halftime.
Bands must coordinate their play so as not to interfere with a cheerleading
squad on the floor or field.

sportsmanlike

of good citizenship.

generosity, self-discipline,

ethical
behavior and a commitment to fair play

all demonstrated in sportsmanship.
